Welcome to Professional Liability for Engineers, a comprehensive course designed to explore the critical intersection of engineering practice, ethics, legal liability, and environmental responsibility. In an era where technological advancement interacts increasingly with ecological crises, understanding the professional obligations of an engineer extends far beyond technical competence. This course provides a deep dive into the Canadian regulatory landscape, examining the foundations of self-regulation, licensure requirements, and the distinct roles of advocacy groups versus regulatory bodies.

We begin by establishing the legal frameworks that govern the profession, offering a detailed analysis of contract liability versus professional negligence under tort law. Participants will gain a clear understanding of the Standard of Care, the duty to the public, and the nuances of Professional Liability Insurance, including Secondary Professional Liability Insurance (SPLI). The curriculum also addresses the evolution of Professional Engineering Codes of Ethics (PECoE), highlighting the philosophical underpinnings of Normative Ethics—Consequentialism, Deontology, and Virtue Ethics—while introducing Indigenous perspectives through the Mino Pimachisowin framework.

A significant portion of this course is dedicated to the urgent topic of environmental responsibility. We investigate the philosophical distinction between intrinsic and instrumental value and analyze the current gaps in regulatory codes, specifically the absence of explicit environmental language in the Ontario Professional Engineering Code of Ethics. Through the lens of mixed-methods research and engaging case studies ranging from infrastructure safety to corporate greenwashing, learners will evaluate how engineers navigate complex ethical dilemmas when regulations lag behind moral imperatives.
