Biography
Neguiel has more than 20 years legal experience managing computer forensic investigations, securities regulation, technology, and international privacy regulation. He has established legal compliance and support groups, led enterprise policy revisions, and implemented regulatory reporting programs at Global Fortune 50 companies and federal agencies addressing EU Safe Harbor, EU Privacy Shield, ePrivacy, HIPAA, HIPAA HI-TECH, Sarbanes-Oxley Act, ECPA, Dodd-Frank Act, Securities Act, Federal Information Security Management Act, ISO 27001/27002, and PCI-DSS. Neguiel has served as an attorney advising government clients building their computer forensic capabilities for OpenText. Prior experience includes serving as Director of Information Governance at Hilton, Senior Level Counsel at the Internal Revenue Service, Attorney Consultant at the SEC IT Forensic Laboratories, and Director at AccessData and Guidance Software.
Major Projects
Served as an advisor on computer forensics, electronic evidence, and information governance to the Commissioner of the IRS.
Managed restricted processing agreements for EUDPA Safe Harbor provisions with international regulators, drafted ECPA legal opinions, and negotiated vendor support contracts.
Established EU GDPR policy risk programs and drafted legal opinions on COPPA, GLB, HIPPAA, CUI, and FCRA information sharing compliance.
Managed an estimated $3,000,000,000 litigation liability portfolio and advised the IRS Commissioner on pending liability profiles.
Served as a subject matter expert in computer forensics and electronic discovery for large-scale Securities Act investigations, advised on international privacy data sharing agreements, and managed on-site investigation efforts for the Securities and Exchange Commission Division of Enforcement.
Managed international regulatory investigations involving multiple agencies.
Established and grew two professional services consulting groups, taking them from cost to profit centers in under a year.
